I. Introduction
The year is a commemorative year for this association (hereinafter referred to as SIAA). In this year, SIAA has been officially dedicated to the international standard ISO22196 for the detection of antibacterial properties of plastic products. This antibacterial test method proposed by Japan can become an international standard, and it can be seen that the value of antibacterial products has been recognized internationally, and the leading position of antibacterial agent detection technology in Japan has also been internationally recognized.
By the 10th anniversary of this year's creation, the SIAA itself has also made considerable progress through the work related to the ISO22196 international standardization proposal. Here, while reviewing the history of the development of antibacterial products, I will also describe the work of SIAA in ensuring the quality and safety of antibacterial products and the promotion and popularization of antibacterial products, as well as the future development direction of antibacterial products.
Second, the history of antibacterial products and the development of SIAA
Japan has been producing antibacterial fiber products for the purpose of deodorization since the 1950s and 1960s. However, due to technical problems such as antibacterial agents, it has not been able to form a scale in the market at the beginning. After the 1970s, some highly safe and durable antibacterial agents were developed and applied to antibacterial fiber products, which led to the expansion of the antibacterial market. In order to achieve the purpose of protecting consumers' rights and interests by administrative means, it is necessary to formulate new standards for antibacterial products. In December 1998, a seminar on new functional products related to life was organized by the then Ministry of Industry, Trade and Industry, and the administrative agencies and experts. Consumer groups, industry groups, and SIAA representatives participated in the development of the "Antibacterial Products Processing Guidelines."
In order to ensure the sound development of the antibacterial products market, this policy officially defines the concept of [antibacterial] on the one hand, and stipulates the basic rules that related companies must abide by, that is, enterprises must provide consumers with antibacterial products. This policy sets out the relevant regulations to be followed by industrial groups affiliated with antibacterial products manufacturing and sales companies. The standards that have been in use since December 2000 are the independent standards of the group to which antibacterial products companies are established in accordance with this policy.
In December of this year, in accordance with this policy, combined with the detection method of antibacterial products, the JIS Z 2801 standard for the detection of antibacterial effects of antibacterial products was established.
This standard adopts the film method that SIAA has already used. It is easy to operate and has good repeatability. At present, this is also an internationally accepted method. It successfully applied through the international standardization process mentioned above, with almost no change in the main structure. It is the ISO 22196 standard.
In order to ensure the implementation of the antibacterial test standard JIS, SIAA has developed the Japan National Laboratory Accreditation System (JNLA), the antibacterial property of antibacterial products registered in SIAA, and its test report must pass the JNLA system. International promotion of antibacterial standards
While the antibacterial market in Japan is stabilizing, it is decided to promote it internationally. Considering the sales situation of antibacterial products in the international market in recent years, it is necessary to establish an international standard for antibacterial testing methods. The SIAA began to focus on establishing ISO antimicrobial standards. At the ISO/TC61 meeting held in Maastricht, the Netherlands in 2003, SIAA submitted a proposal for a new business project (New Work Item Proposal: NP), which was held at the 2004 conference in Chengdu, China, NP and proposal. (Working Draft) was adopted and passed the deliberation of representatives of various countries and was officially released in October 2007.
The release of the international standard ISO 22196 for antibacterial performance testing standards is of great significance to antibacterial related people around the world.
In order to apply for the ISO antibacterial standard, the Society participated in the International Microbial Degradation Research Group in 2002 and introduced the JIS standard to its members, and learned the advantages of this method through the Round Robin Test. SIAA organized IBRG meetings in Kyoto and Nara in March 2004 and November 2005 respectively. In particular, at the Nara meeting, a panel discussion on antibacterial participation was held by international researchers, Japanese executives, experts, consumer groups, and people involved in the antibacterial community. The significance of antibacterial was agreed, and the antibacterial concept was first proposed. Japan's antibacterial history, traditional culture, buildings, etc. have deepened understanding.
In addition, the China Antibacterial Materials and Products Industry Association (now the National Health Industry Management Association Antimicrobial Industry Branch CIAA) is the same organization as the SIAA dedicated to the antibacterial industry. Since 2002, this association has been strengthening exchanges with CIAA. The two associations work closely together to establish a unified antibacterial testing standard.
Future development direction
In recent years, Japan's antibacterial products market has stabilized, and consumers have fully accepted the antibacterial concept, but the antibacterial market is currently saturated, and it is difficult to grow much in the future. In order to make the antibacterial products market grow and internationalize, SIAA describes the future direction of development, and has developed a work plan to achieve its goals. The plan has been implemented since 2006. The following are some of the work that this Council started to achieve.
(1) Establishment of antibacterial effect detection technology
In order to make domestic and foreign consumers more aware of the value of antibacterial products, from now on, we must first consider the establishment of antibacterial effect detection technology, according to the collected antibacterial properties and bacterial reproduction under various environments and conditions. A number of tests were performed on the data such as the impact.
(2) International promotion of antibacterial product certification system
At present, except for Japan and China, there are no standards for antibacterial properties and safety testing of antibacterial products. In order to prevent this from happening and to promote the promotion of antibacterial testing standards, SIAA allows foreign companies to join and promote the SIAA logo internationally.
In order to enable the countries all over the world to accept the SIAA logo, the Association also promotes the correct meaning and purpose of antibacterial while implementing the ISO 22196 standard. Based on the original SIAA logo, SIAA removes Chinese characters and uses ISO standard number and [KOHKIN] text (Figure 2). This logo has been officially used since November 2007.

(3) Transition to the new certification system
In order to promote the antibacterial certification system such as SIAA on a global scale, the SIAA certification system needs to be converted into an internationally accepted certification system according to ISO/IECguide 67. The new international certification system must not only include the determination of the antibacterial properties of the products, but also discuss the establishment. Or introduce the producer quality management system, the third party judgment committee and the monitoring system.
Develop antibacterial performance test guidelines at the OECD
The Organisation for Economic Co-operation and Development (OECD) held a seminar on antimicrobial performance in 2002. Since then, Task Forth on Biocide (TFB) has been established under the Chemicals Federation in June 2003, and in December 2004, it has been held on Torated Articles. The first meeting of the International Unification Working Group on Testing Methods, SIAA sent representatives to participate.
Actively participated in this program, committed to the detection method, and more importantly, to add the antibacterial performance judgment standard to the above unified standards for antibacterial product testing methods, which makes the OECD standard more comprehensive and has a stronger impact than the ISO standard.
